Preliminary registrations, licences & certificates

Export of animal embryos is regulated by the Directorate of Veterinary Services (DVS) who issue a livestock breeding services provider's licence to registered veterinary paraprofessionals or veterinary surgeons. Registration of veterinary paraprofessionals and veterinary surgeons is carried out by both the Kenya Veterinary Board (KVB) and the Livestock Genetics Society East Africa (LGSEA). Veterinary paraprofessionals

A veterinary paraprofessionals provide services ranging from disease surveillance, artificial insemination, treating sick animals, vaccinations and extension services amongst others.

Certificate of registration of a veterinary paraprofessional

The national development of livestock, and competent and professional animal health service provision, veterinary practices, clinics and veterinary training, in order to protect the welfare of farmers, professionals in livestock development, the animals and other stakeholders is regulated by the Kenya Veterinary Board (KVB). Before engaging in the dealing of animal semen and embryos, veterinary surgeons and veterinary paraprofessionals must register with KVB, who issue a certificate of membership which must be retained annually. Veterinary paraprofessional practice licence

The veterinary paraprofessional licence is issued by the Kenya Veterinary Board (KVB) to individuals who operate an ambulatory facility involved in the distribution or sale of animal semen. Prior to issuance of the licence, applicants are required to first register with KVB. The licence is valid for one (1) calendar year. Veterinary surgeons

A veterinary surgeon is an individual intending to operate a veterinary clinical centre, involved in the distribution and sale of bull semen and animal embryos.

The Kenya Veterinary Board (KVB) has the mandate of regulating the national development of livestock, and competent and professional animal health service provision, veterinary practices, clinics and veterinary training, in order to protect the welfare of farmers, professionals in livestock development, the animals and other stakeholders. Before one can engage in the dealing of animal semen and embryos, they must register with KVB, who register and regulate veterinary surgeons and veterinary paraprofessionals. Veterinary surgeons practice licence

The veterinary surgeons practice licence is issued by the Kenya Veterinary Board (KVB) to individuals who operate a veterinary hospital, ambulatory service, or clinical centre, involved in the distribution or sale of animal semen. The Livestock Genetics Society of East Africa (LGSEA) is a society that brings together all stakeholders in the delivery of Artificial Insemination (AI) services nationally, and one that offers training on AI service delivery as part of the Continuous Professional Development (CPD) to animal health and AI service providers. Before engaging in the importation, production, and distribution of animal semen and embryos, one must first register with LGSEA, who issue a certificate of membership, which is valid for one (1) calendar year. Livestock breeding services provider's licence

Export of animal semen and embryos is regulated by the Directorate of Veterinary Services (DVS) who issue a livestock breeding services provider's licence to individuals intending to engage in the production of semen and breeding services. The Kenya Trade Network Agency (KenTrade) is a State Corporation mandated to establish, implement & manage the Trade Facilitation Platform (TFP), and to facilitate trade. The TFP is an online platform that serves as a single entry point for parties involved in international trade & transport logistics to lodge documents electronically, for processing, approvals and to make payments electronically for fees, levies, duties & taxes due to the Government, on imported or exported goods. Training is mandatory for new users of the system prior to registration on the system; this includes new staff from organizations already registered on the TFP. This procedure applies to first time traders who require to obtain a preferential certificate of origin during export. Traders are required to register with the Kenya Revenue Authority’s (KRA) Rules of Origin Section to obtain a registration letter. The letter confirms the country of origin of the goods to be exported and is a requirement when applying for the preferential certificate of origin.

The AfCFTA certificate of origin is an international trade document which certifies that a certain product being exported is wholly manufactured, produced, processed or obtained from the exporting country. In accordance with the provisions of the East African Community Customs Management Act (EACCMA), goods for exportation shall be entered (declared) in the prescribed manner and the owner furnishes Customs with the full particulars, supported by documentary evidence, of the goods referred to in the entry. A tannery is a premise where hides & skins of animals are treated and processed to produce leather. The Directorate of Veterinary Services (DVS ) as the regulator, inspects the premises to ensure compliance with the set standards prior to issuance of a registration of premises certificate. Prior to registration with AFA Horticultural Crops Directorate (HCD), exporters of fresh produce are required to be registered with an Association. The Fresh Produce Exporters Association of Kenya (FPEAK) is one of Kenya's trade Associations that represents growers, exporters and service providers in the horticulture industry. Ordinary membership

Ordinary members are companies that are actively involved in growing (flowers and ornamentals, fruits, vegetables, herbs and spices), consolidating and export of fresh produce. For more information on how to obtain the membership certificate, click on the link.

The Agriculture & Food Authority (AFA) is mandated to promote best practices and regulate the production, processing, marketing, grading, storage, collection, transportation, & warehousing of agricultural products, excluding livestock products, as well as documenting & monitoring agriculture through registration of players as provided for in the Crops Act. Registration is done on the AFA Integrated Management Information System (IMIS), an automated platform that facilitates traders importing and exporting crops to acquire regulatory documents from AFA Directorates. The AFA Horticultural Crops Directorate (HCD) is charged with the mandate of regulation of horticultural nurseries, production, post-harvest handling and marketing of horticultural crops and produce in compliance with local and international standards. The regulation of plant & plant materials is under the mandate of the Kenya Plant Health Inspectorate Service (KEPHIS), who is responsible for the assurance of plant health, seed, plant variety, & agro-inputs quality issues in Kenya, to prevent adverse impact on the economy, the environment and human health. Exporters of plant & plant materials are required to obtain a phytosanitary certificate per consignment, which is processed through KEPHIS’ Integrated Export Import Certification System (IEICS). The Kenya National Chamber of Commerce & Industry (KNCCI) is the umbrella body of the private sector in Kenya. The Chamber is an autonomous, non-profit, membership-based and private sector lobby institution. Prior to issuance of a phytosanitary certificate for the export of avocados, the consignment has to be sampled and tested to determine the maturity of the crop, and oil content, among other factors. Sampling and analysis of the avocados is done by AFA Horticultural Crops Directorate (HCD) who issue a laboratory test report, and clear the consignment for export. A phytosanitary certificate certifies that plants & plant products are free from regulated pests and conform with other phytosanitary requirements of the importing country. An export certificate is issued by AFA Horticultural Crops Directorate (HCD) to an exporter of horticultural produce (fresh fruits, vegetables, plants and flowers) as an indication that AFA HCD has cleared the consignment for export. The National Biosafety Authority (NBA) is mandated to exercise general supervision and control over the transfer, handling and use of genetically modified organisms with a view to ensuring safety of human and animal health and provision of an adequate level of protection of the environment. According to the fourth (4th) schedule of the East African Customs Management Act (EACMA), and in accordance with the World Trade Organisation’s (WTO) Agreement on Customs Valuation (ACV), valuation of cargo is undertaken by the Kenya Revenue Authority (KRA). Exporters are required to acquire the services of a licensed customs clearing agent, who is responsible for the transmission of declarations (C17B) electronically to Customs, with information obtained from the exporters through documents such as: commercial invoice, bill of lading/airway bill, packing list, certificate of origin, & permits relevant to the consignment. The entries are lodged against the manifest registered electronically by the shipping/airline agents. Prior to release, the export officer verifies and/or supervises stuffing of the export cargo/consignment before the goods proceed to the border of exit. Export of bull semen is regulated by the Directorate of Veterinary Services (DVS) who issue a livestock breeding services provider's licence to registered veterinary paraprofessionals or veterinary surgeons. A veterinary paraprofessional is an individual intending to operate an ambulatory facility while a veterinary surgeon is an individual intending to operate a veterinary clinical centre, involved in the distribution and sale of bull semen and animal embryos. Registration of veterinary paraprofessionals and veterinary surgeons is carried out by both the Kenya Veterinary Board (KVB ) and the Livestock Genetics Society East Africa (LGSEA). The Certificate of Origin (COO) is an international trade document which certifies that, a certain product being exported is wholly manufactured, produced, processed or obtained from the exporting country. The Kenya National Chamber of Commerce & Industry (KNCCI) is the umbrella body of the private sector in Kenya. The Chamber is an autonomous, non-profit, membership-based & private sector lobby institution. Membership to the Chamber is not mandatory however, membership is diverse and has benefits such as networking opportunities, training consultancy, customer referrals & credibility in your business to mention a few. The goods declared shall be exported within thirty (30) days from the date of entry. Exporters are required to acquire the services of a licensed customs clearing agent, who is mandated to process the exportation documents in the Customs system and assist in clearing goods on the exporter’s behalf. Coffee exporter licence

Export of coffee is regulated by the AFA Coffee Directorate (CD) where traders can either export coffee as grower marketers or dealers. Grower marketers are allowed to export through direct sales where they negotiate prices directly with the buyer(s) in the country of destination. Coffee dealers must purchase coffee through the Nairobi Coffee Exchange (NCE) auction where marketing agents sell coffee on behalf of the smallholder growers aggregated as co-operative societies and large estate owners.

Coffee buyer's licence

AFA Coffee Directorate's (CD) mandate is to undertake promotion, market research and product development initiatives for Kenya coffee in the domestic and international markets. AFA CD issues a licence to registered companies who intend to buy coffee from the auction, Nairobi Coffee Exchange (NCE), which is scheduled every Tuesday except public holidays; a licensed coffee buyer is a company transacting in clean coffee produced in Kenya.The licence is valid for one (1) financial year, beginning 1st July to 30th June. Coffee liquorer certificate

AFA Coffee Directorate's (CD) mandate is to undertake promotion, market research and product development initiatives for Kenya coffee in the domestic and international markets. A coffee liquorer is a coffee expert who is professionally trained in classifying coffee through tasting. A licensed coffee buyer is a company transacting in clean coffee produced in Kenya. The licence is issued by AFA Coffee Directorate to traders who intend to buy coffee from the auction, Nairobi Coffee Exchange (NCE), which is scheduled every Tuesday except public holidays. Port Health Services (PHS) is a Division within the Department of Public Health that is mandated to prevent & guard against the introduction or spread of infectious diseases through ports of entry/exit in Kenya. Phytosanitary certificate (for green channel produce)

Export of plant & plant materials is regulated by the Kenya Plant Health Inspectorate Service (KEPHIS) who issue a phytosanitary certificate per consignment, to ensure compliance with the phytosanitary requirements of the importing country on freedom from certain diseases or pests during the growing period and compliance to safe use of pesticides. KEPHIS plant inspectors normally visit commercial growers & farmers of various agricultural & horticultural crops during the active growing period. Inspection of all material for export is done to ensure compliance with the recommended quality standards. It may be visual, microscopic, or a combination of both on plants/plant products at airports, seaports, mail, and border posts. PPB aims to implement the appropriate regulatory measures to achieve the highest standards of safety, efficacy & quality for all drugs, chemical substances & medical devices, locally manufactured, imported, exported, distributed, sold, or used, to ensure the protection of the consumer as envisaged by the laws regulating drugs in force in Kenya. Product registration is mandatory for all drugs imported into Kenya. PPB issues a product registration certificate upon successful product evaluation. PPB aims to implement the appropriate regulatory measures to achieve the highest standards of safety, efficacy & quality for all drugs, chemical substances & medical devices, locally manufactured, imported, exported, distributed, sold, or used, to ensure the protection of the consumer as envisaged by the laws regulating drugs in force in Kenya. Export of food supplements is regulated by PPB. Registration and application for licences is done on the PPB online service portal. A wholesale dealer is an individual who intends to deal with the distribution, storage, importation & exportation of medical products. Registered pharmacists are required to register wholesale dealers on their behalf with PPB who carry out inspection on the premises prior to issuance of a wholesale dealer's licence. Exporters are required to acquire the services of a licensed customs clearing agent, who is responsible for the transmission of declarations (C17B) electronically to Customs, with information obtained from the exporters through documents such as: commercial invoice, packing list, certificate of origin & permits relevant to the consignment. Prior to release, the export officer verifies and/or supervises stuffing of the export cargo/consignment before the goods proceed to the border of exit. Preliminary registrations, licences & certificates

A slaughterhouse is a facility where animals are slaughtered for human consumption. While it is not mandatory for all exporters of meat and meat products to own a slaughterhouse, all meat and meat products for export must be sourced from a registered export slaughterhouse; click here to access a list of the registered export slaughterhouses. The Directorate of Veterinary Services, will inspect the premises to ensure that the slaughterhouse's operations work end to end prior to issuance of an export slaughterhouse licence. According to the fourth (4th) schedule of the East African Customs Management Act (EACMA), and in accordance with the World Trade Organisation’s (WTO) Agreement on Customs Valuation (ACV), valuation of cargo is undertaken by the Kenya Revenue Authority (KRA). Exporters are required to acquire the services of a licensed customs clearing agent, who is responsible for the transmission of declarations (C17B) electronically to Customs, with information obtained from the exporters through documents such as: commercial invoice, packing list, certificate of origin & permits relevant to the consignment. Prior to release, the export officer verifies and/or supervises stuffing of the export cargo/consignment before the goods proceed to the border of exit. The Directorate of Veterinary Services (DVS ) as the regulator, inspects the premises to ensure compliance with the set standards prior to issuance of a registration of premises certificate. Traders who do not own a tannery will be required to source their Raw hides & skins from a registered premise. The certificate is valid for one (1) calendar year. The Directorate of Veterinary Services (DVS ) as the regulator, inspects the premises to ensure compliance with the set standards prior to issuance of a registration of premises certificate. he Kenya Trade Network Agency (KenTrade) is a State Corporation mandated to establish, implement & manage the Trade Facilitation Platform (TFP), and to facilitate trade. The TFP is an online platform that serves as a single entry point for parties involved in international trade & transport logistics to lodge documents electronically, for processing, approvals and to make payments electronically for fees, levies, duties & taxes due to the Government, on imported or exported goods. Export of seeds is regulated by Kenya Plant Health Inspectorate Service (KEPHIS) who will issue a certificate of registration to traders intending to engage in the local trade or export of seeds, and the traders are required to first register with KEPHIS as seed merchants. The certificate is valid for one calendar year. Failure to renew the seed merchant certificate of registration for two consecutive years leads to loss of status as a registered seed merchant and will require a fresh application of the trader as a new applicant.

Maize Lethal Necrosis Disease (MLND) testing report

Maize Lethal Necrosis Disease (MLND) is a result of a combination of two viruses; Maize Chlorotic Mottle virus and Sugarcane Mosaic virus which affect maize crops. Seed merchants dealing in maize seed require to have their seeds tested for MLND. Kenya Plant Health Inspectorate Service (KEPHIS) will test a sample of the seed crop and issue a pest diagnosis report.

TBK Stakeholder registration

Export of tea in Kenya is regulated by the Tea Board of Kenya (TBK). TBK has the mandate to promote Kenyan tea in both local and international markets, license tea manufacturing factories, register tea buyers (exporters), tea brokers, tea packers, management agents, and any other person dealing in tea. Export of tea in Kenya is regulated by the Tea Board of Kenya (TBK). East African Tea Trade Association (EATTA) Membership

The East African Tea Trade Association (EATTA) is an organisation that brings together tea producers (manufacturers), buyers (exporters), brokers, packers and warehousemen to interact commercially at the tea auction and to promote the best interests of the tea trade in Africa. Anyone who intends to take part in the tea auction must first register with EATTA. The auction system has four main categories; producers (manufacturers), brokers, buyers (exporters) and warehousemen.
